Comprising a large space for unstructured recreation, playground equipment, shaded picnic facilities, free barbeques and public amenities, Bellevue Hill Reserve is one of Cowra's most popular parks. To many local residents, the Reserve is referred to as 'Billy Goat Hill' after its steep nature and the goats that were once kept there.

Also located within the bounds of Bellevue Hill Reserve is the Cowra Japanese Garden & Cultural Centre. The site was selected due to the natural rock formation and serene atmosphere, both requirements for Japanese garden design. Mr Ken Nakajima, was appointed as landscape designer for the project in 1977, and the Cowra Japanese Garden was officially opened on October 21, 1979.

Bellevue Hill Reserve offers a parkland landscape rich in granite rock formations and towering Eucalyptus trees.  The excellent barbeque and playground facilities are a favourite for families, while the park's close proximity to the Japanese Garden attracts a large number of tourists.   Works were completed in 2000 to upgrade the lookout at the top of the Reserve providing an extensive view of the entire Cowra Shire.
